Erasmus+ programme – Key action: Cooperation for innovation and the exchange of good practices

The project will address the problem of encouraging and nurturing digital take-up amongst older citizens who have not previously had access to digital technology.  The project approach will use touch-table games to introduce individuals (who have reached an advanced stage in their lives without learning to use any digital technology) to digital interaction that provides confidence motivation and skills that can subsequently support exploratory-based learning of other digital technologies.  The approach will be to pilot and validate a new approach to learning digital skills that targets affective barriers to technology adoption as well as the cognitive and physical process of learning and skill acquisition.

Improving data quality for SIGMA country monitoring assessments In 2015, SIGMA conducted baseline measurements in all EU Enlargement countries and now the main goal of the new project is to take the stock of the lessons learned and to refine the methodological approach for the next round of country monitoring assessments in 2017.
The expectations from the requested consultant within the project is to distinguish between the existence and quality of data at the central level as well as at decentralized level.

Activities included:
- Performing stakeholder and information analysis
- Information review from SIGMA’s 2015 baseline measurements for Republic of Macedonia and identification of data if any not available or not of sufficient quality
- Conduction of interviews with key central government institutions
- Preparation of overview table, map of each indicator and the corresponding data sources against the set of pre-defined criteria for Republic of Macedonia
- Preparation of report on data quality for Republic of Macedonia in relation to SIGMA;s country monitoring assessments

Review of the public procurement legislation through survey As public procurement is a significant component of the public administration reform, it is represented in the public administration principles and reflect adequate measurements.  The objective of the project was to create a detailed analysis of the practices of the contracting authorities, their effort and resources spent on public procurement and the overall performance of the e-procurement system.

The scope of the activities conducted within this projects were:
• Support in definition of questionnaire for the survey on impact of PPC in the procurement process
• Creation of online surveys
• Follow-up with key contracting authorities to ensure representative sample

SIGMA 2016  Public administration reform assessments for Macedonia Consulting support in promotion of the developed Principles of Public Administration by SIGMA, and conducting the partial annual assessment based on those principles.

Development of new system for electronic health hard

The objective of this project is to assist the Health Insurance Fund of Macedonia in the process of finding the most adequate solution regarding to their effort to design a new system for electronic health card by developing appropriate new technical specification.
Within the project will be implemented the following activities:

• Benchmark analysis with EU member countries similar as Macedonia

Centre for Development of the Vardar planning region - CRVPR December 2015 - March 2017
Analysis on ICT needs in the processing companies The key objective of this project is to provide an overview of the IT (with special focus on software & IT products) needs in the processing companies on one hand, and to create linkages between companies from the two sectors in order to improve their efficiency and competitiveness. The analysis gave an overview of the possibilities for cooperation between IT companies and processing companies.
 
Activities included: development of online questionnaire, creating list of companies to be accessed and visited, analysis of offerings of over 50 IT companies, survey of over 20 IT companies and detailed interviews with 10 IT companies, facilitating of B2B event at MASITs Conference, preparation and presentation of final report.

Development of Regional Business and Marketing Plan The development of the Regional Business and Marketing Plan (RB&MP) is part of the project "Local Leaders in Southeast Europe: Lead for Change – LL SEE" that aims at improving the management, leadership and cooperation capacity of municipalities and municipal water and wastewater utilities with a particular emphasis on the improvement of the municipal services and the subsequent capacity to absorb dedicated international funds. The RB&MP represents a three year plan that will provide sustainability of training services in 15 municipalities from four countries: Macedonia, Croatia, Bosnia & Herzegovina and Serbia.  The plan is developed by two regional experts in coordination with one international expert. Consulting support for the innovation management process in iDex - eel.me The main objective of this project was supporting iDex for the venture financed by the Macedonian Fund for innovations and technical development – eell.me: an online platform for inside navigation and location-specific content provision.

Activities include:

Improvement of cost management and improved market visibility of the Education Center REA Tetovo The key objective of the project is to improve cost management of company’s operations and to develop and adopt a standardized marketing strategy.
Following activities were undertaken through 5 working sessions conducted across 3 project phases:

The goal of the project is implementation of integrated management system (IMS) in the company taking into consideration the standards ISO9001:2008 and ISO27001:2013.

Activities included:  Project management, documenting business process model, documenting a quality management system; comprehensive framework for IMS consisted of ISO9001 and ISO27001; internal audit training, migrating ISMS to the new ISO27001:2013 and preparing the company for certification by an independent certification body.

Introducing CMC in Kosovo The general goal of this project is to raise the consultants' capacity and take further steps towards accreditation of consultants in Kosovo from an internationally recognized accreditation institute, and to make an essential difference to the quality of consulting that local consultants provide to SME’s in Kosovo.

The concrete objectives of this project are:
1) Train at least 20 local consultants on skills and standards required for the CMC certification process.

The objective of the assignment was to adopt new Rules for procedures for work of the Government, i.e. to change existing Rules for procedures for work of the Government, in a way that it will predict obligatory previous analysis of the conditions and impact assessment before adoption of the policies (laws and sub regulations) and will allow compliance of this procedures with EU Acquis compliance procedures, all supported through e- Government system.
